The New Development Bank (NDB) is participating in COP30 (30th Conference of the Parties to the United Nations Framework Convention on Climate Change, UNFCCC), hosted by Brazil in Belém, Capital of the state of Pará.

On November 6, 2025, H.E. Mrs. Dilma Rousseff, NDB President, participated in the Plenary Session of the COP30 Leaders’ Summit.

NDB’s Commitments to Climate Goals and the SDGs

In line with the Bank’s General Strategy for 2022-2026, NDB is committed to helping member countries deliver on their development objectives, devised in alignment with the 2030 Agenda and the Paris Agreement. Accordingly, NDB takes on board the Sustainable Development Goals (SDGs) and the Nationally Determined Contributions (NDCs) of member countries to guide its operations and activities.

Over the second strategy cycle of 2022-2026, NDB will dedicate 40% of its total volume of approvals to projects contributing to climate change mitigation and adaptation, supporting member countries’ transition to a more sustainable development path.

We must confront the climate emergency with determination and solidarity. Climate finance must be more than a promise—it must be a tangible mechanism for adaptation, energy transition, and resilience—especially in countries most affected by extreme weather events. The NDB must be at the forefront of this effort, expanding investment in green infrastructure, clean energy, and climate-smart technologies.

Advancing Climate Finance

Aligning with ambitious climate goals of the New Development Bank’s member countries, NDB is stepping up its efforts to finance projects that contribute to climate change mitigation and adaptation.

In 2024 alone, NDB approved a total of USD 2.5 billion in climate finance, reaching a record high of 55.3% of the Bank’s annual approvals.
