From 15 to 17 August 2026, Mr. Roman Serov, Vice President and Chief Operating Officer (COO) of the New Development Bank (NDB), visited Dhaka, Bangladesh.
VP Roman Serov met with Mr. Amir Khosru Mahmud Chowdhury, Hon’ble Minister for Finance. The NDB VP and COO highlighted key infrastructure projects being financed by the Bank in Bangladesh, which are aligned with the country’s development priorities. The Finance Minister welcomed NDB’s plan for increasing lending to Bangladesh, including financing for upcoming projects such as Dhaka Chittagong Chord Line, Chittagong Airport Regional Cargo Hub, road and railway capacity expansion, and tourism sector development. The meeting also covered a trade finance facility for imports by state-owned companies and NDB support for Bangladesh’s issuance of Panda Bonds.
In the meeting with Mr. Iqbal Hassan Mahmood, Hon’ble Minister for Power, Energy and Mineral Resources, VP Roman Serov highlighted NDB’s support for the Government’s energy security roadmap. He discussed NDB’s current projects that strengthen renewable energy capacity, and transmission and distribution systems. The Bank is committed to financing solar projects to contribute to the country’s clean energy strategy targeting 10 GW of renewable energy capacity. VP Roman Serov reiterated NDB’s support for construction of solar power plants in Raipura and Patuakhali as well as the Power Distribution System Strengthening Project for the NESCo. NDB will also support the construction of a hybrid solar and wind power plant in Matarbari and provide technical assistance for feasibility studies on Floating Storage and Regasification Units.
VP Roman Serov also met with the Secretaries of Bangladesh Railway, the Roads and Highways Division, and the Bridge Division. The dialogue focused on projects to be implemented with NDB financing such as the 2nd Muktarpur Bridge Project, Bogura–Santahar and Rajshahi–Abdulpur Rail Lines, Railway Maintenance Workshop at Rajbari, Dhaka Circular Railway Project, and the Expansion of Dhaka Metro.
Meetings were also held with Mr. Md Mostaqur Rahman, Governor, Bangladesh Bank, and Mr. Tanvir Ghani, Special Assistant to the Hon’ble Prime Minister on Investment and Capital Market Affairs. NDB VP & COO noted the Bank’s support for developing Bangladesh’s capital market and increasing collaboration with domestic banks and financial institutions.
VP Roman Serov also met with Mr. Md. Shahriar Kader Siddiky, Secretary, Economic Relations Division, Alternate Governor of the New Development Bank, and held discussions on the Bank’s operations and the Government’s Five-Year Strategic Framework for Reform and Development. Mr. Siddiky assured strong collaboration to expand NDB’s operations and support sustainable development projects in the country.
