More About This Project

Limpopo Province is facing inadequate tertiary healthcare capacity. As per the 10 Year Infrastructure Plan for Health Facilities by the National Department of Health (“NDoH”), there is a shortage of about 400 tertiary hospital beds in the province, causing difficulties for local patients to access quality healthcare services, and resulting in a large number of interprovincial referrals to Gauteng Province due to insufficient expertise and infrastructure within Limpopo.

The Project is intended to significantly upgrade the healthcare infrastructure by constructing a new 488-bed hospital in Polokwane, the capital of the Limpopo Province, providing advanced medical care, and addressing the current shortfall in tertiary health services in the region. In addition, the Project includes the construction of an academic facility that will be used in training health professionals in South Africa.

The Project comprises 488 tertiary beds medical care capacity for a range of highly specialized care. It has 17 operating theatres, including for burns, obstetrics, cardiac and trauma care, two of which will have attached teaching room. Clinical support services will include X-rays, MRIs and CTs, laboratories, blood bank, pharmacy, lodging facilities, etc. As a major teaching hospital, academic facilities for training healthcare professionals are also included in the Project.

The Project will contribute to the National Development Plan 2030, by improving the healthcare infrastructure, providing accessible and quality healthcare services, and reducing healthcare inequalities in the region.

NDoH will be responsible for overall planning and supervision of the Project and coordination with national authorities and NDB on major issues concerning the achievement of the Project objectives. An existing project management office set up within NDoH oversees monitoring and oversight of the Project.

The Development Bank of Southern Africa, as a project implementation unit, is responsible for full implementation and processes for project execution including procurement, financial management, contractor management, accounting and reporting.

The implementation period of the Project is up to 2029.

The Project has been classified as Category B in accordance with the NDB Environment and Social Framework.

The environmental and social impacts are moderate, mainly stemming from construction activities in areas inhabited by protected native plants and in proximity to the cultural heritage sites, schools and communities, handling and disposal of medical waste, occupational health and safety issues associated with hospital operation.

Developing and implementing an Environment Management Program, a cultural heritage chance-find mechanism, a Healthcare Waste Management Plan, and an Occupational Health and Safety Management Plan will minimize and mitigate these impacts. Upon successful implementation of these plans, the Project will meet the requirements of the NDB ESF.

The Project is to be financed by a NDB loan and counterpart funding from NDoH.
