More About This Project

Maceió’s public transport system faces severe challenges that necessitate strategic infrastructure enhancement, particularly along its busiest corridors. Chronic congestion generates critical inefficiencies including reduced vehicle speeds, extended commuter travel times, and service unreliability. As a high-quality transit solution, bus rapid transit system (BRT) delivers passenger volumes significantly exceeding conventional bus systems through (i) dedicated bus lanes with traffic signal prioritization, and (ii) deployment of higher-capacity buses.

To implement a BRT along the main transit corridor – Avenida Fernandes Lima of Municipality of Maceió. Furthermore, the Project incorporates a modern Intelligent Transportation System designed to transform public transport operations in Maceió.

The Project will contribute towards the sustainability objectives as envisaged in Maceió’s Master Plan by promoting public transit over private vehicle use, lowering emissions, and optimizing urban infrastructure. The BRT system will allow integration with 80% of the city bus lines, serving around 650,000 residents in the city.

The Project will be implemented by the Municipality of Maceió through Municipal Secretariat of Infrastructure (SEMINFRA) and a consortium involving three existing bus operators. A dedicated project management unit has been established within SEMINFRA for managing day-to-day execution. The implementation period for the Project is 5 years.

The Project has been classified as Category B in accordance with the NDB Environmental and Social Framework (ESF). Key risks and impacts include: (i) impacts associated with vegetation clearance and biodiversity sensitivity; (ii) potential economic displacement of formal and informal vendors in terminal areas; and (iii) occupational and community health and safety risks, including traffic and mobility disruptions, in densely populated urban corridors during construction.

To manage these risks, the Project will be supported by the preparation and implementation of key E&S instruments, including an Environmental and Social Impact Assessment (ESIA), Resettlement Framework (RF), Environmental and Social Management Plan (ESMP), Stakeholder Engagement Plan (SEP), and a Traffic and Construction Management Plan (TCMP). These measures, together with targeted institutional strengthening actions, are outlined in the Environmental and Social Impact Management Plan to ensure alignment with national regulatory requirements and the NDB ESF.
