More About This Project
Huangshi in the middle reach of the Yangtze River in Hubei province is an important regional transportation hub. The city has a deepwater port, the Huangshi New Port (the Port), that primarily serves industrial enterprises. The hinterland area of the Port hosts the Huangshi New Port Industrial Logistics Park (the Park), a developing and growing industrial cluster of enterprises in the low-carbon metallurgical, advanced manufacturing and food processing sectors.
The Project will enable wider usage of railway and conveyor belts in freight movement, thus improving connectivity between the Port and key industrial enterprises in the Park and enhancing efficiency of operations. In addition, the Project envisages development of digital platforms for comprehensive logistics information service, road traffic management and smart water supply and wastewater management to serve the Port and the Park.
The Project has four key components: (i) Logistics Infrastructure, which involves developing and upgrading two railway zones for handling metallic ore and steel, constructing two aerial conveyor belt corridors for bulk cargo, industrial warehousing, and road network within the Port. (ii) Auxiliary Facilities, which includes expansion of sewage and water systems and improving energy efficiency. (iii) Digital Platforms, which includes developing of a logistics platform, an advanced road traffic management system, and a smart water and wastewater system. (iv) Project Management and Capacity Building, which includes institutional strengthening activities.
The Project’s outputs to be achieved by 2030 include a railway line and supporting infrastructure for handling metallic ore and steel, two aerial conveyor belt corridors, warehousing facilities, new roads, upgraded sewage, water supply, and street lighting systems, rooftop solar power installation, digital platforms, and staff capacity building.
From 2031 onward, the Project will result in lower cargo transport costs, faster vessel loading and unloading, significant reductions in CO₂ emissions, and annual electricity savings through increased use of solar power.
The Project will contribute to achieving the objective of the National Comprehensive Three-Dimensional Transportation Network Planning Outline (2021-2035) by developing a modern multimodal transport hub port in the middle reach of the Yangtze River.
The People’s Government of Hubei Province will serve as the executing agency, responsible for overall planning and execution of the Project. The People’s Government of Huangshi Municipality will be the implementing agency, and will implement the Project through Huangshi Urban Development Investment Group Company Limited, which will act as the project implementing unit (PIU).
The implementation period for the Project is five years from 2025 to 2030.
The Project has been categorized as Category A in accordance with the NDB Environment and Social Framework (NDB ESF). The main environmental and social impacts and risks of the Project are related to land acquisition and associated physical and economic displacement of approximately 700 people, loss of arable land and forest areas, discharge of treated industrial wastewater in proximity to sensitive water sources, blasting, tunnelling during construction, disposal of bored spoils, and associated occupational and public safety risks. These impacts will be mitigated by adhering to site-specific environmental and social management plans, resettlement plan, and the implementation of the impact mitigation measures stipulated in the Environmental and Social Impact Management Plan devised by NDB for the Project, to ensure compliance with the country system and the NDB ESF.
The Project will be financed through loan from NDB and counterpart funding from the PIU and government funds.
