On December 9, 2025, H.E. Mrs. Dilma Rousseff, President of the New Development Bank, participated in the “1+10” Dialogue hosted by H.E. Premier Li Qiang of the State Council of China at the Diaoyutai State Guesthouse in Beijing.
This year’s discussions, held under the theme “Working Together on Global Governance for Shared Development,” gathered heads of the world’s leading economic organizations.
In her remarks, President Dilma Rousseff congratulated China on its forthcoming 15th Five-Year Plan, noting its significance as a blueprint for achieving common prosperity by 2035, highlighting the nation’s consistent strategic planning as a model of long-term, pragmatic governance for emerging economies. “China’s success reflects the growth dynamism and potential of the Global South, which, by 2030, is projected to account for nearly two-thirds of global GDP,” noted President Dilma Rousseff.
“In an interconnected world marked by shared vulnerabilities – from debt, climate disruptions and shocks by technological changes – the answer cannot be isolation. The answer is international cooperation, it calls for institutions that reflect the realities and aspirations of today’s world, not the world of eight decades ago,” said President Dilma Rousseff.
In her remarks, President Dilma Rousseff noted that multilateralism must evolve beyond transactional relations towards a system where work together is grounded in mutual trust, respect, accountability and extensive consultation. “Strengthening international institutions and ensuring fair representation for the Global South in decision-making bodies will help rebuild confidence in the multilateral order and restore its legitimacy as a driver of global stability, justice, and sustainable progress,” she said.
“The New Development Bank is deeply committed to this course. NDB, the first multilateral development institution established by emerging markets and developing countries, represents an important step in the rebalancing of economic power to one rooted in the rise of the Global South. Ten years since its inception, NDB has made significant contributions, providing large-scale, long-term financing without imposing conditionalities,” highlighted President Dilma Rousseff.
“Most notably, NDB places particular emphasis on expanding local currency financing, with the objectives of reducing funding costs, mitigating risks, and contributing to the development of domestic capital markets. NDB also focuses on promoting green development and a just energy transition, centered in people and protecting the interests of the Global South. Furthermore, NDB is increasing its support for projects that encourage innovation and industrialization in developing countries, helping them build capacity for high-quality development,” concluded President Dilma Rousseff.
