Vice President and Chief Administrative Officer of the New Development Bank (NDB) Mr. Qiangwu Zhou led an NDB mission to India, with a focus on advancing the Bank’s talent engagement efforts and strengthening collaboration with key counterparts. The mission centered on two Human Resources Workshops held in New Delhi and Bengaluru, organized in close collaboration with the Department of Economic Affairs (DEA), Ministry of Finance of India, and supported by NDB’s Indian Regional Office.
The workshops, held on 10 November in New Delhi and 13 November in Bengaluru, brought together a broad range of participants from, among others, government agencies, universities, and the private sector. The events featured opening remarks from senior representatives of the Ministry of Finance of India, keynote addresses by NDB leadership, presentations by the Bank’s Human Resources Department, panel discussions, and interactive sessions. Participants received an overview of NDB’s mandate and operations, as well as information on career pathways, talent development initiatives, work culture and professional opportunities across NDB’s Headquarters and regional offices.

In his keynote remarks, Vice President Zhou highlighted NDB’s commitment to strengthening its engagement with talents across member countries. He stated: “This HR workshop is part of NDB’s broader effort to position itself as an employer of choice in global development, and to engage more closely with India’s rich pool of talents and ideas. Through today’s discussions, we hope to connect with experienced experts and young talents alike who share our mission and values.”

Ms. Anu P. Mathai, Additional Secretary, Department of Economic Affairs, Ministry of Finance of India, highlighted the key role NDB plays and its partnership with India and said: “We look forward to collaborating with Multilateral Development Banks like the NDB and other countries to facilitate meaningful knowledge exchange, build resilient institutions, and co-create scalable solutions that empower people and drive inclusive growth across emerging economies.”
The workshops were well received by participants, who welcomed the opportunity to engage directly with NDB leadership and senior representatives from the Ministry of Finance of India. Many participants noted that the discussions offered clear insights into NDB’s mandate, career pathways, and talent development practices, while the interactive exchanges and networking opportunities strengthened their interest in contributing to a future-ready talent pool.
The workshops also reinforced NDB’s commitment to investing in human capital as a cornerstone of sustainable development. By fostering dialogue and knowledge-sharing, NDB seeks to empower individuals and institutions to respond effectively to the needs of a rapidly evolving workplace and the demands from its clients.

Vice President Zhou also met with senior officials at the Ministry of Finance of India, including Ms. Anuradha Thakur, Secretary, Department of Economic Affairs and Alternate Governor of NDB for India, and Ms. Anu P. Mathai, Additional Secretary, Department of Economic Affairs and Director of NDB for India. The discussions reaffirmed the strong cooperation between NDB and India, particularly in institutional development and human capital initiatives.

In addition, VP Zhou visited NDB’s Indian Regional Office (IRO) in GIFT City, Gujarat, where he met with the Regional Office’s leadership and staff. He conveyed appreciation for the team’s contributions to NDB’s work in India and exchanged views with IRO on institutional matters, ongoing priorities, and areas for continued collaboration.
As NDB marks its 10th anniversary, the mission reflects the Bank’s continued efforts to enhance its outreach across member countries, strengthen talent pipelines, and support the development of a professional, diverse, and future-ready workforce that underpins its long-term growth and commitment to sustainable development.
