The Economist Dilma Rousseff was elected the President of the Federative Republic of Brazil for two consecutive terms. Previously, in the first two governments of President Luiz Inácio Lula da Silva, she was the Minister of Mines and Energy and Minister Chief of Staff, a position she held until 2010. During this period, she chaired the Board of Directors of Petrobras, Brazil’s largest and most important company.
As the President of Brazil, Dilma Rousseff focused her agenda on ensuring the country’s economic stability and job creation. In addition, during her government, the fight against poverty was prioritized, and social programs that started under President Lula da Silva’s terms were expanded and internationally recognized. As a result of one of the most extensive processes of poverty reduction in the country’s history, Brazil was removed from the UN’s Hunger Map.
Internationally, she promoted respect for the sovereignty of all nations and the defense of multilateralism, sustainable development, human rights, and peace. Under her government, Brazil was present in all international fora for climate and environmental protection, culminating in decisive participation in the achievement of the Paris Agreement.
Dilma Rousseff significantly expanded cooperation with several countries in Latin America, Africa, the Middle East, and Asia. In July 2014, she participated with the BRICS countries in the creation of the New Development Bank and the Contingent Reserve Arrangement.
Dr Ngozi Okonjo-Iweala is the Director-General of the World Trade Organisation. The first woman and first African to hold the position.
She is an economist and international development expert with over 40 years of experience. Dr Okonjo-Iweala was Chair of the Board of Gavi, The Vaccine Alliance, African Risk Capacity and Co-Chair of The Global Commission on the Economy and Climate, in addition to serving as a Senior Advisor at Lazard and sitting on the Boards of Standard Chartered and Twitter, now X. She is Co-Chair of the Global Commission on the Economics of Water, a Distinguished Visiting Fellow at the Brookings Institution and a Harvard Kennedy School Global Public Leader.
She served as Nigeria’s first female and longest serving Finance Minister (7 years) and was also the first female Foreign Minister. Her 25-year career at the World Bank culminated in her rising to the No.2 position of Managing Director, Operations.
Dr Okonjo-Iweala is the recipient of numerous honours and has authored several books. She holds a Bachelor’s in Economics from Harvard University and a PhD in Regional Economics and Development from the Massachusetts Institute of Technology.
Mr. Jin Liqun is the inaugural President and Chairman of the Board of Directors. Before being elected as the Bank’s first president, Mr. Jin served as Secretary-General of the Multilateral Interim Secretariat tasked with establishing the Bank.
Mr. Jin has rich experience across the private and public sectors, as well as with MDBs. He served as Chairman of China International Capital Corporation Limited, China’s first joint-venture investment bank, Chairman of the Supervisory Board of China Investment Corporation, and as Chairman of the International Forum of Sovereign Wealth Funds.
Mr. Jin previously served as Vice President, and then Ranking Vice President, of the Asian Development Bank, and as Alternate Executive Director for China at the World Bank and at the Global Environment Facility. He spent nearly two decades at the Chinese Ministry of Finance, reaching the rank of Vice Minister.
Kishore Mahbubani has dedicated five decades of his life to public service, for which he was conferred the Public Administration Medal (Gold) by the Singapore Government in 1998. In his 33 years as a Singapore diplomat, Kishore took on many challenging assignments, serving for example in Phnom Penh, Cambodia, in 1973-74 during the Cambodian Civil War. He also served two stints as Singapore’s Ambassador to the UN (1984-1989 and 1998-2004) and held the position of Permanent Secretary of the Ministry of Foreign Affairs from 1994 to 1998.
Kishore had an equally illustrious career in academia. He was appointed the Founding Dean of the Lee Kuan Yew School of Public Policy in August 2004. Despite his heavy administrative duties, Kishore proved to be a prolific author and has published ten books. His ninth book, The Asian 21st Century, is an open access volume which has been downloaded over 3.5 million times. His latest book, a memoir titled Living the Asian Century, was published in August 2024.
Kishore has been listed among the world’s top 100 public intellectuals by Foreign Policy and Prospect magazines and among the Top 50 individuals who would shape the debate on the future of capitalism by the Financial Times. He was inducted into the American Academy of Arts and Sciences in October 2019. More information can be found on http://www.mahbubani.net.
Simpiwe “Sim” Tshabalala grew up in Soweto and was educated at Sacred Heart College in Johannesburg and at Rhodes University, where he obtained a BA degree in 1988, and a LL.B in 1990. He went on to do a Master of Laws at Notre Dame in the US, summa cum laude, in 1993. He completed Harvard University’s Advanced Management Programme in 2006.
Sim joined Standard Corporate and Merchant Bank in 2000. In 2008, Sim was appointed as Chief Executive of Standard Bank South Africa. Having served as joint chief executive since 2013, Sim was appointed as the sole Chief Executive of the Standard Bank Group in 2017.
Sim has served on the Boards of the International Monetary Conference and the Banking Association of South Africa, including as Chairman. Sim currently serves on the board of the Institute of International Finance, of which he is Vice-Chairman and Treasurer.
Guilherme Santos Mello holds a Bachelor’s degree in Social Sciences from the University of São Paulo (USP) and in Economics from the Pontifical Catholic University of São Paulo (PUC/SP). He earned a Master’s degree in Political Economy from PUC/SP and a Ph.D. in Economic Science from the State University of Campinas (Unicamp). He has served as the coordinator of the Graduate Program in Economic Development at the Institute of Economics at Unicamp, where he is currently a professor.

Ms. Manisha Sinha is a Civil Servant and has been serving in various capacities in Government of India since 1992. Ms. Sinha has extensive experience of more than 30 years in a wide range of Ministries/ Departments handling critical areas in conceptualizing, designing, implementing and managing national policies and schemes. She has been part of award winning projects including projects that have received the Prime Minister’s Award for Excellence. She has expertise in policies and functioning of the Multilateral Development Banks (MDBs), human resource management, change management and project management, and coordination of large-scale public-private partnerships. Currently, she holds the position of Additional Secretary, in the Department of Economic Affairs in the Ministry of Finance, Government of India, where she has been entrusted with the responsibilities for various MDBs, for development projects and for policy making in new areas like Cryptocurrency sector. She holds the charge of the Fund Bank Division, overseeing matters related to the International Monetary Fund and the World Bank. She represents India as Deputy in the IMF, as Director in both the New Development Bank’s (NDB) Board of Directors, as also in AIIB and is an Alternate Governor from India in the International Fund for Agricultural Development (IFAD).
Previously, Ms. Sinha served in a variety of government capacities, including as Joint Secretary, Department of Economic Affairs. She has also worked in areas of skill development, export promotion of textiles, heritage and culture and financial services.
Ms. Sinha holds a Master’s Degree in Development Studies- focus on Public Policy and Management from the Institute of Social Studies, the Hague, Netherlands, as well as Masters in Modern Indian History from St. Stephens, Delhi University.

Mr Godongwana was appointed Minister of Finance of The Republic of South Africa on the 5th of August 2021. He is the current chairperson of the ANC’s Economic Transformation sub-committee. Prior to his appointment as the Minister of Finance, Godongwana was the Chairperson of the Board of the Development Bank of Southern Africa. Among others, he has also been appointed to the Boards of the New Development Bank and Mondi plc, CEO of the Financial Sector Charter Council and Member of the Policy Board for Financial Services and Regulation. He served in government as the Deputy Minister of Economic Development, Deputy Minister of Public Enterprises, Member of Parliament, Member of the Eastern Cape Provincial Legislature, and a Member of the Executive Council in the Eastern Cape responsible for Finance, Economic Affairs, Environment and Tourism. Godongwana has a solid background in the trade union movement; having served in various leadership positions in one of South Africa’s largest industrial unions – the National Union of Metal Workers of South Africa – including being its General Secretary.
Mr. Md. Shahriar Kader Siddiky Joined Economic Relations Division as the Secretary on 23 November 2023. Prior to that, he was an Additional Secretary in the Economic Relations Division (ERD).
Mr. Md. Shahriar Kader Siddiky joined as Assistant Commissioner in 1993. Later, he worked as AC (Land) and First-Class Magistrate in various places of Bangladesh. Besides, he worked in different Ministries including Cabinet Division, Ministry of Public Administration and Economic Relations Division, Ministry of Finance. He also served in Bangladesh Embassy in Kuwait. Mr. Siddiky got his Masters in Management in 1990. He completed the Chartered Accountancy course in the year 1993.
Mr. Siddiky represented at Asian Infrastructure Investment Bank’s (AIIB) Board of Directors as Director from the Constituency 3 (Bangladesh, Malaysia, Maldives, Nepal, Philippines and Thailand) and in the Board of Directors of New Development Bank as Director from Bangladesh. He also served as the board member of IDCOL & IIFC. Mr. Siddiky has undertaken extensive training in public sector management and has participated in numerous international workshops in different countries and UN bodies.
His goal is to influence change in the public sector by promoting better services for the people of Bangladesh. Recently he received the prestigious order of Diplomatic Service Merit (Heungin Medal) from the Republic of Korea for his outstanding and meritorious service rendered to promoting friendly relations between the Republic of Korea and the People’s Republic of Bangladesh.
H.E. Dr. Rania A. Al-Mashat is Egypt’s Minister of Planning, Economic Development & International Cooperation and previously served as the country’s Minister of International Cooperation & as the first female Minister of Tourism. Al-Mashat has over 20 years of international experience in central banking, financial systems, monetary policy frameworks, international cooperation policies & strategies, sustainable development, & climate finance. Previous positions include Advisor to the IMF Chief Economist and Sub-Governor for Monetary Policy at the Central Bank of Egypt. Al-Mashat also has several publications in monetary policy, financial stability & institutional reforms in transition and emerging markets. She was named the Most Visionary & Outstanding Minister of International Cooperation in Africa in 2022 by the Elliott School of International Affairs George Washington University & the GE7 Initiative.
Fifi Peters is an Award-Winning Financial Journalist and Broadcaster. She is a Senior Anchor at CNBC Africa and Host of the SAfm Market Update, with Moneyweb. Fifi has worked in some of the most reputable financial newsrooms in South Africa including the Business Day and Financial Mail.
An economist at heart, Fifi obtained her BA Degree in Economics & Journalism from Rhodes University in 2010. She also holds certificates in Finance, Law and Media from the SA Institute of Financial Markets (SAIFM), the London School of Economics (LSE) and the Gordon Institute of Business Science (GIBS), respectively.
As a conference facilitator and MC, Fifi has moderated discussions for government entities and private sector companies in Africa as well as multilateral institutions including the United Nations. Fifi has also facilitated discussion at the World Economic Forum in Davos, Switzerland.
