On July 15, 2024, the Independent Evaluation Office (IEO) of the New Development Bank (NDB) signed a Memorandum of Understanding (MoU) with the Asia-Pacific Finance and Development Institute (AFDI) to enhance collaboration on evaluation matters.
This strategic partnership aims to leverage the capacities of both IEO and AFDI in conducing joint evaluations of projects and programmes, evaluation capacity development, sharing of lessons, good practices and knowledge, and related activities in China and beyond.

The MoU was signed by Mr. Ashwani K. Muthoo, Director General of IEO and Mr. Wenbin Lu, President, Shanghai National Accounting Institute, AFDI. Mr. Bo Zhang, Deputy Director General, Ministry of Finance of the People’s Republic of China and Alternate Director of China on the NDB Board of Directors, took part in the signing ceremony and delivered remarks during the event, illustrating the Government of China’s support towards NDB’s independent evaluation activities including the partnership between IEO and AFDI.

The Memorandum will create a framework for systematic collaboration between IEO and AFDI in ensuring credible and high-quality evaluations for enhancing evidence-based policy and decision-making for greater impact and sustainability of NDB activities.
Similar MoUs are being prepared by IEO with institutions in other member countries of the Bank, such as the Development Monitoring and Evaluation Office in India, the Department of Planning, Monitoring and Evaluation in South Africa and others.
