Mizoram is a small mountainous state in northeastern India. It is home to a total population of 1.1 million, of which 48% reside in the rural areas. Currently, Mizoram is facing acute power deficits, which severely impact the local businesses and people’s living quality. The installed capacity of the state-owned power generation is not adequate to meet Mizoram’s power demand. As a result, Mizoram is highly dependent on power sources outside the state through power purchase agreements, in order to meet its power demand for the local economy. Although electricity has reached practically the entire state of Mizoram, Mizoram’s per capita power consumption in FY2016 -17 was as low as 523 kWh, about 47% of the national average in India. To help Mizoram in tackling the challenge of power defict, NDB’s TA is proposed to support and facilitate project preparation of Mizoram Tuirini Small Hydro Project. The successful implementation of Mizoram Tuirini Small Hydro Project will add an additional installed capacity of 24 MW to Mizoram’s power supply.
The objective of the TA is to support and facilitate project preparation of Mizoram Tuirini Small Hydro Project, covering i) environmental and social assessment, and ii) technical, financial, and economic feasibility studies. The Project comprises construction of a small hydropower plant with an installed capacity of 24 MW on the Tuirini river, located about 60 km from Aizawl, the state capital of Mizoram.

The total cost of the TA is estimated to be USD 300,000. The TA will be financed by NDB grants of USD 300,000 from the NDB Project Preparation Fund (PPF).

The NDB TA will be implemented from March 2020 to August 2020. P&ED will be the Project Implementation Agency. Consultants for the TA shall be selected in compliance with the national law and regulations, and NDB’s procurement policy.
